TWAMP support zero Sender/Receiver Address & IPv6 link local fixes #21

First commit should resolve https://github.com/perfsonar/owamp/issues/6.

The HEAD commit resolves an issue raised on PR https://github.com/perfsonar/owamp/pull/16.

Quick test against twamp-gui and the behavior is now correct.

(Didn't run a test of the change regarding use if v6 link-local adresses for now, but the code changes look reasonable.)
