Update Dockerfile

• Significantly reduced filesize of image by combining many RUN commands which each create their own layer.
• Simplified Postgresql commands by prepending PATH variable after install of perfsonar's postgresql rpms
• the chown commands can be removed later, but currently autobuilds on DockerHub don't support the chown flags on copy commands
• expose all the ports for all the tools included (still must be published to be exposed publicly)
• moved pscheduler database initialization from script file to Dockerfile and simplified script for easier reading
