Making pscheduler limits and lookup service config files persistent #20

Adding two new files to be persisted:

/etc/pscheduler/limits.conf
/etc/perfsonar/lsregistrationdaemon.conf

The config files added in this PR are the default ones created when installing the testpoint package in a fresh container. Both docker-compose files were updated to bind mount those files.
