Rebase of systemd container to rocky8, which allows running it on cgroupv2 hosts like Debian 12, Ubuntu 22.04 or RHEL 9. There is also a rebase to rocky9 in case: https://github.com/marcosfsch/perfsonar-testpoint-docker/tree/rocky9
