This PR works fine for me on D7, D8, D9, U14 and U16. The UTF8 chars are properly kept between changes in the web GUI and correctly stored in the meshconfig-agent-tasks.conf

It needs testing under CentOS.

CentOS 7 also looks good, but there is also a warning appearing in apache error log. Here is a new pull request for that: https://github.com/perfsonar/toolkit/pull/269

CentOS 6 seems good too. Guess you can merge these two pull requests than?
