Faster stop of owamp service #47

Don't wait 30 seconds if service stop is successful (#46).

@arlake228 can you review this PR? This is a change that Valentin introduced into the Debian packages to improve the stop/start delay to OWAMP and that is potentially also useful to CentOS. And that way we would also get rid of one patch file on the Debian packaging side.
