Solution:
Adding a .htaccess file to /var/log/perfsonar with the single line
Options +Indexes
Reverting to the /etc/httpd/conf.d/apache-toolkit_web_gui.conf
file that was distributed with pS ver. 3.2.1.1 and included
"Indexes" among the "Options" fields
