Detach the pscheduler-rpm package from pScheduler and make it available commonly.

The perfsonar-host-metrics package in the host-metrics repo has dependencies on pscheduler-rpm so it can determine what Python to use.

Check all other packages for similar dependencies.

OL8 is the last straggler that uses a number. Wouldn't be too unreasonable to just do it manually in host-metrics.
