The GM could give players the ability to manifest different tokens without giving them explicit permission to edit those actors.
Where these are stored is unclear. Would we need a folder of polymorph targets? Would the user need to be able to observe those actors? Would we want to have a separate folder for each actor?
Examples:
A Bag of Tricks that summons various animals. Give the player ownership of the Bag of Tricks, but then specify what it can polymorph into or code the polymorphing into the macro.
