Enable logging of #perkeep IRC channel #1062

We had this for #camlistore with botbot.me, but it appears that they don't accept new channels.

Ideal outcome would seem to be a combined search over both #camlistore archives (available at https://botbot.me/freenode/camlistore/) and #perkeep.

matrix logs are available for #perkeep back to channel creation. All users joining via matrix have access (because @lindner set that in the channel flags). These logs are searchable.
https://gitlab.com/argit/matrix-recorder might be part of a solution for archival, need to take a closer look.

https://view.matrix.org does have logs, albeit in an ugly form..

@lindner I couldn't find #irc.freenode.net#perkeep in the view.matrix.org directory. There are a few other irc channels listed in there, but none from freenode that I saw. Direct link?

I am still awaiting op access for #perkeep on freenode.

Once we have that we can make a separate matrix channel and integrate irc within it. The freenode people don't want to have channels logged indiscriminately.
