Change "Contact Us" to GitHub issues? #251

Right now it's:

   <h5>Contact Us</h5>
    <p>To get in touch, send an email to: perl.com-editor@perl.org</p>

But GitHub issues might be better.

I can see pros and cons to both. Perhaps we add a GitHub link to that section but keep the email address?
