Move polling periodic data entries to client (support scopes) #573

Server was pushing periodic data updates (if configured in data sources) only when not using scopes (aka single tenant).

Moving the data sources polling into clients might make more sense design wise (server manages configuration, client obey the data sources configuration - including handling periodic polling)

And this will make periodic polling data entries work with Scopes as well.
