torcheck need python 3.8 or above to run which colab default python 3.7, upgraded colab but problem arise not able to run pip install
info from google colab cperry-goog commented on May 6 We don't support upgrading Python version in Colab at this time. You could run your own VM in Marketplace and upgrade there, and you may have better luck: https://research.google.com/colaboratory/marketplace.html
