Houdini submitter - soft dep support

Need to change the Houdini submitter to submit the Mantra / 3Delight
portion of the jobs as soft dependencies to the rib/ifd generation stage

Looks good, though there are various other ( turntable, more? ) submitters not 
using
this yet..
