Tag version before upcoming workshop #151

Need to start making Git tags and releases before the workshop to aid in support for end users submitting issues/bugs

Now that we are using tags/releases (see https://github.com/persephone-tools/persephone-web-API/releases/tag/v0.1.0) all future changes will need to update versions according to semantic versioning guidelines
