Issue Description and steps to reproduce:

On Windows 10 v1903, the Firefox add-on will frequently re-enable the "Interrupt downloads" toggle even after it has been disabled by the user.

Steps to reproduce:

Install Firefox add-on
Disable "Interrupt downloads" toggle
Use Firefox for about a week to 10 days. During this time, the toggle will be re-enabled without any user interaction
