SDK generation, CRD and controllers

This PR adds the initial Operator SDK generated files, the CRD and initial controllers for:

• ConfigMap: holding Perses configuration
• Service: To make Perses available inside the cluster
• Deployment: To run Perses

LGTM for me. Just miss some unit tests but we can add before a first release.
