Create Perses operator documentation #25

In order for users to use the perses operator with ease we need to document:

expose CRD fields descriptions, including Perses, Dashboards and Datasources
how to enable the mode to link k8s RBAC with Perses RBAC
How to install the operator and get started

The documentation needs to be versioned aligning with the Perses operator version
