External cells are doubly registered when roles / relations are given in messages #301

  1. Register external cell (B cell) with personium-localunit: in A cell
  2. Send message from B cell to A cell with type: request
  3. Change message status to approved in A cell
  4. B cell is externally registered with full path in A cell and role is given (Person-localunit and full path, two external cells are created)
