ExtCell URL with single colon personium-localunit scheme does not match #550

Overview

An ExtCell entry with its URL single colon personium-localunit scheme does not match when the unit is run with subdomain-based Cell Url Mode.

Current Home App implementation always uses converts Url to single colon personium-localunit scheme whenever possible.

As a result, most of the use cases using home app fails on the current 1.7.21-SNAPSHOT
