Add user-defined log4j configuration options.

Fixed, scheduled for v3.0.3 release.

The SMSLib logger configuration can be defined via external files.
The files searched for are:
smslib-log4j.conf (property configuration)
smslib-log4j.xml (xml configuration)

If one of this files exists, the logger is initialized according to it.
Otherwise, the logger is initialized locally (old behavior).
