I'll create this as draft so you can review it while I'm working on it.

To do:

[x] Definition of the PDE
[x] Create the geometry, both inner and outter
[x] Definition of the exact solution (u)
[x] Impose boundary conditions (Neumann interior, Robin exterior)
[x] Create data, NN, specify parameters, and compile

@pescap I just pushed a first iteration of the problem for you to review it. Are the boundary conditions well implemented by using those functions? or any of the bcs need to be set to 0?

I also updated the ci.yml file to validate the unit tests for the problem
