Why not recommend a tests folder?

Why are the pester docs recommending a practice that almost nobody uses (not even Pester itself) of putting the test files in the source folder next to the function file? I assume this recommendation comes from writing tests for scripts vs. modules, but I don't know -- I can't find anyone that does that...
