setup(mono-repo): add client and server to mono repo

• Add React App as client npx create-react-app .
• Add NodeJs - Express as Server
• Update root package.json to run and setup both client and server from root folder
• Add babel to the server side to use ES6 features
• Move Features from readme to SPEC.md
• Add PULL_REQUEST_TEMPLATE.md, so further PRs will have template to follow
• Update README.md to include project details, local setup, etc
