[x] Get build script for publishing local Docker images
[x] Get build script for bumping assembly version based on RELEASE_NOTES.md
[ ] Add Akka.Management support akin to what the Akka.NET WebApiTemplate does.
[x] Add build step to CI/CD to test that this works
[ ] Add K8s scripts for local setup
