Sheng et al. DS model reduced freq vs turbine? #120

Maybe this model was validated in a reduced freq regime somewhat far from our turbines?

0012 validation was at k=0.124.

RVAT: 0.27 RM2: 0.11--0.19

Not sure what 0021 validation was done at, or even how well it worked, based on the Sheng paper.
