We need a major rethink on how we implement recording years. There is disagreement in the fire history community with what constitutes a recording year. Currently we use the traditional FHX2 method for calculating recording years in most places in FHAES. However, we use a simplified Falk method for FHMatrix. It would be better if we abstracted recording years into a 'recording years policy' which could be specified by the user and used consistently throughout all calculations.
