Minimum samples in composite filter is misinterpreted #37

The minimum number of samples parameter in the FHOperations composite filter is implemented incorrectly. It is checking to see if the specified number of samples are in the input file(s) as a whole. It should instead be checking on a year by year basis to see if there are the specified number of recording samples for the year to be considered for inclusion in the output.
