there are two php.ini #146

there's one in ~/.parts/lib created by autoparts package and there's another one in ~/.parts/etc

use the ~/.parts/etc one

looks like lib one isn't even used.. what's the purpose of putting one there? @dqminh @ctrlaltreboot
