When adding ssh key to github, also add it as a signing key.

Changes required:

[ ] in github_login, also use the scope "admin:ssh_signing_key"
[ ] add new function github_add_ssh_signing_key which will be the same as github_add_ssh_key but with --type signing
[ ] rename github_add_ssh_key to github_add_ssh_public_key

I realise its going to get annoying having to make changes for all scripts.

See #14 and #16.

Will probably make an entry point script that sources/exports/defines these shared functions and then downloads platform-specific scripts.
