n dimensional evolvable substrate #50

my first step in adding support for n dimensional substrates to be evolve instead of 2 (3?) that is supported now, will be planning on following the same general logic that i implemented here : https://github.com/nickwilliamsnewby/pureples/blob/n-dimensional-tree/pureples/es_hyperneat/es_hyperneat.py
