After reviewing pex, pants and shiv, I have decided that shiv is currently the best tool for our needs, because:

• it's seems simpler than pex and pants - or at least the documentation is clearer
• shiv can build executable .pyz files on Windows - where as pants requires building on Linux.
• least important - it claims to be faster than pex
