I noticed that there are two different options to delete messages from a chat.
Hold down on the message, select "Delete" from pop-up context menu
Hold down on the message, select "More...", select messages to delete, hit trash can icon, choose to delete only on your device or delete on other devices as well
As you can see, both delete options do not work the same way and the difference is not clearly communicated through the UI. I'm willing to assume it's a remnant from the time when Telegram didn't support remotely deleting messages and the option in the pop-up context menu just wasn't updated to incorporate that added functionality.
I would suggest to either add the "Delete on other devices as well" option to the 1st delete option as well
OR
Get rid of the Delete option from the pop-up context menu and only use the "More..." option to select and delete messages (or rename "More..." to "Select", which is what "More..." actually does).
