bug with sim-cards #283

Hi, i find some kind of bug, when i take out sim-card from phone and put in another one, telegram account is not blocked. In otherwords if i lose my telephone somebody can use my account, change simcard and number of my account.

You can still use 2FA to protect the account, but still there is a posibility of account deletion, it would be good to add some feature that allow user to prevent account reset, maybe e-mail advice and some backup protection just in case, so you can migrate your account to another number in the worst case scenario.
