Dropping support for black 18.9b0 and older will simplify how we pass the settings like line length to black.

Seems prudent to wait another month or so - probably for the next black release?

Done in 3bfa2dfc365af0ce040436c8fd3a12e0e670bda6 to enable some refactoring more cleanly.
