Check all dependencies available via Conda #20

This includes:

[ ] effectiveT3
[x] NLStradamus 1.8 update: done https://github.com/bioconda/bioconda-recipes/pull/4722
[x] clinod https://github.com/bioconda/bioconda-recipes/issues/4675
[ ] gnuplot 4.6.0 https://github.com/bioconda/bioconda-recipes/pull/4655 and #17
[ ] samtools 1.2.x

For some of these we have our own recipe as a tool_dependencies.xml file which might be turned into a BioConda recipe.

Others are not readily available to automate, so will remain manual installs.
