Node 16 has reached its end of life. All GitHub actions to run on Node 20 by Spring 2024.

Release https://github.com/peterjgrainger/action-create-branch/releases/tag/v3.0.0 fixes updates the repo to use node 20. Thanks for prompting me @marcodicro-dp and @JosiahSiegel :)
