feat(.github): add status check job for CI/CD

Summary

Added job to check status of all jobs in CI/CD workflow, to have a single required job for branch permissions.

Expand for optional sections

## Related issues Fixes #125 ## Testing Going to use this PR for testing status check fails properly.
