When you open the app, do not load all locations for all floats, but a small subset, maybe 30. Then when you select "all" is when it's going to download "all data". That saves startup time. Also the question is whether you can save data, turn off the app, restart it, and see if you can reload previously saved data.

We've discussed that the app could come with a preloaded out-of-date data. Then begin the display with YOUR current location. Then the user WOULD see that the "age" button shows aged data, and would need to ACTIVELY press the fetch button, which they wouldn't do if they weren't online. If the app does NOT come with preloaded data, then at least it would show the current location and the map. I vote for a question mark to indicate that no data are at all present.
