Merge mouse/rat GUIs #13

Create a single GUI that can work with multiple atlases, rather than just the mouse CCF.

In the first instance, this will allow all features of the mouse GUI to work for the rat atlas.

Due to time constraints, it is unlikely the rat atlas will be integrated with the new version.
