feat(bash): add additional bash dotfiles #46

Enable the override of .bashrc in the install configuration
Added additonal cpnfiguration files for to .bashrc
Provide history and shell options in the settings.bash file
Provide some Docker settings in the external.sh file
Added a bootstrap.sh file to prepend paths for local customizations
Provide some additional utility functions in the functions.sh file
