I assumed this meant this was signaled whenever FTB was causing Program out to be black. Instead, "enabled" is true only when FTB is transitioning. Similarly, fadeToBlackEnabled() returns false even when Program is black.
I'm using code from commit e882e4a158... with an ATEM Television Studio with Firmware 4.1.
