To avoid unnecessary clicks on update-like buttons

(Must also work with javascript disabled)

Partially done....

Hours report is quite heavy so I didn´t update the content on each change.
Activities: Tag select is populated when a category is selected. Updating the result in the same partial should work.

Done.

Activities and Hours report update the form instead of the result. (also tested with javascript disabled)
