Upgrades to GEOS 3.11 for the reference implementation checks.
The hope was that this would reduce the number of "hacks" needed to get the simplefeatures vs. GEOS results to align. However, it actually ended up with more "hacks" being required.
Being an GEOS 3.11 however does allow for CI to work locally with aarch64, because there are less differences between x86_64 and aarch64 or GEOS 3.11 vs. GEOS 3.9.
