Merging for Julia Windows build. #7

Based on the discussion Issue #2.

The changes to the Makefile and Somoclu.cpp files are currently temporarily checked into the deps folder but they can be moved to the cpp files. I will be squashing the check-ins for one final merge.

Please note that the nightly build failures are not related to the specific check-ins. There exist large language incompatibilities with 0.7 in many packages. These need to be looked at a later date.
