Added a command to install the software-properties-common package so that apt-add-repository will be available.

I had to do this on rackspace instance using Ubuntu 13.04 (Raring Ringtail) image. Not sure if it's necessary for any other version or image of ubuntu

Thanks! I've been using 12.04 for previous AMIs, but I may well start with 13.04 for the next release. Even if I don't, I'll add this as a comment for anyone following the same steps with 13.x.
