codacity: upgrade to latest/main github action version

This PR has the objective of upgrading Codacy Analysis CLI GitHub Action

Changes

1. Upgraded codacy/codacy-analysis-cli-action from version v1.1.0 to master described in marketplace page
2. Upgraded github/codeql-action/upload-sarif from version v2 to master as described in marketplace page
3. Improved the comments in the file documenting the scenario usage
4. First step to fix the issues with this action in the Github Actions and PRs
