Fix in case a custom protocol was registered in fsspec #647

This PR fix the issue described in #646. In case a custom fsspec protocol is registered the "spec" is not of type dict. Implemented the suggested solution in #646 to check first if "spec" is of type dict.

Merging as the change is trivial.
Failures are due to:
- python2.7 not included in ubuntu-latest anymore
- new bugs with SQLAlchemy and MySQL
