Racom parser

Better result status parsing - similat to IOF XML - now it has complete result status support
Updated . NET to version 4.8
Fix function parseTime, can handle negative (minus) times
New CSV startlist support.
Add dialog has buttons for browse files in settings dialog
Add support for read finish time from radio (rawsplits). Finish time doesn't need to wait until readout.
