Currently it's not possible to provide custom Resources for CSS and images in 
the TimePicker which 
uses the ValueSpinner class.
An easy possibility would be to add an apropiate constructor.

This would be great to have in the gen2 datepicker package. Though you might 
want to
hold off a couple more weeks, as how the public css interfaces will look is in 
flux.
